When the registration period of a domain name has ended, the latter becomes inactive, but is not deleted instantly. Instead, its owner has 2 months to renew it. Provided this doesn't happen, the domain name enters a deletion period which lasts about 5 days and following that it gets deleted, so everyone can register it.
